Education & Curriculum Analyst

Uses skills as a seasoned, experienced professional with a comprehensive understanding of Academic Senate governance, analytical practices, policies, and procedures to independently research, analyze, interpret, and develop solutions for complex issues related to curriculum, educational policy, academic programs, and accreditation requirements. Provides primary analytical support to the Graduate Council, Committee on Educational Policy, and Committee on Courses of Instruction, exercising independent judgment in the review and implementation of courses, curricula, degree requirements, educational policies, academic program proposals, and related governance matters under the Academic Senate's authority as delegated by Regents Standing Order 105.2 and Regents Bylaw 40.1.

Analyzes the impact of proposed academic, curricular, and policy changes on students, faculty, programs, and schools; develops recommendations and process improvements; and collaborates with faculty, academic leaders, and administrators to ensure compliance with Academic Senate, campus, systemwide, and accreditation standards. Primarily manages policies, programs, and proposals that are complex in nature, broad in scope, and may affect multiple schools, departments, and stakeholder groups.

Develops and implements new procedures and best practices to support effective committee operations, policy development, curricular review, and academic governance processes. Provides strategic guidance and policy analysis to committee leadership, identifies emerging issues and trends in higher education, accreditation, and academic affairs, and recommends solutions that advance educational quality, governance effectiveness, regulatory compliance, and institutional priorities.

Department Overview: The Academic Senate Office provides professional analytical support for UCSF faculty participation in the Academic Senate, which represents the voice of the faculty in shared governance in the UC System and at UCSF. The Academic Senate participates in a robust legislative system of shared governance with the Administration through a legislative committee structure. The Senate provides a mechanism for faculty to engage in campus leadership and is a major communications node between the faculty and the Administration.

The UCSF Academic Senate regularly engages directly with faculty, the campus administration, and the University of California Office of the President on local, state, and national issues related to graduate and health sciences professional education, scientific research, and clinical care.

Conducts research; reviews, analyzes, and interprets complex proposals, policies, regulations, data, and academic issues affecting graduate education; prepares reports, recommendations, policy analyses, and supporting materials for committee consideration; and ensures compliance with Academic Senate, campus, and systemwide requirements.

Collaborates with faculty leadership, academic administrators, and campus partners to identify issues, evaluate options, and develop recommendations for new or revised policies, procedures, and governance processes. Prepares agendas in consultation with the Chair, attends meetings, drafts minutes, develops committee communications and presentations, and manages committee workflows, timelines, and documentation. Uses web-based systems and databases to track proposals, committee actions, graduate program reviews, and policy matters, ensuring timely review and implementation of committee decisions.

Maintains official committee records, membership rosters, distribution lists, and other information resources to support continuity of operations and institutional recordkeeping. In consultation with the Chair, drafts, edits, and coordinates correspondence, reports, policy documents, and recommendations related to graduate education, degree requirements, student academic standing, and program governance. Serves as liaison to the Graduate Division, Executive Council, Coordinating Committee on Graduate Affairs (CCGA), academic departments, graduate programs, and campus administrative offices.

Advises committee leadership on Senate bylaws, Graduate Council regulations, procedural requirements, and governance best practices to support informed decision-making and effective policy development. Participates in the planning, implementation, assessment, and continuous improvement of Graduate Council initiatives and processes. Tracks systemwide and campus developments affecting graduate education, ensures appropriate committee representation and coordination with CCGA, and follows up to ensure timely implementation of committee actions and approved recommendations. 15% Yes Serves as principal analyst and staff advisor to the Committee on Educational Policy in support of its responsibilities under Divisional Senate Bylaw 115 and related Academic Senate policies governing educational policy and academic programs.

Manages and coordinates all administrative and operational aspects of the committee, including matters involving curricula, academic programs, schools, institutes, departments, and legislative or administrative policies affecting the educational mission of the University.

Conducts research and analyzes complex proposals, reports, policies, regulations, data, and emerging issues related to educational policy; prepares recommendations, reports, presentations, and background materials for committee consideration; and evaluates the potential academic and institutional impact of proposed changes. Collaborates with Senate faculty leadership, academic administrators, and campus stakeholders to identify issues, assess alternatives, and develop recommendations regarding educational policy, academic planning, curriculum development, and governance processes.

Prepares agendas in consultation with the Chair, attends meetings, drafts minutes, develops committee communications, and manages committee workflows and timelines in accordance with Academic Senate procedures. Uses web-based systems and databases to track committee actions, maintain records, and facilitate communication with faculty, academic leaders, and campus stakeholders. In consultation with the Chair, drafts, edits, and coordinates correspondence, policy recommendations, reports, and committee communications. Serves as liaison to the Associate Deans for Education of the professional schools, Senate committees, campus leadership, academic units, and administrative offices. Advises committee leadership on Senate bylaws, systemwide and campus policies, accreditation considerations, procedural requirements, and governance best practices.

Participates in the planning, implementation, assessment, and continuous improvement of committee initiatives and educational policy projects. Tracks educational policy initiatives and developments at both the campus and systemwide levels, including matters considered by the University Committee on Educational Policy (UCEP), and ensures appropriate coordination, reporting, and follow-up on committee recommendations and actions. 20% Yes Committee on Courses of Instruction (COCOI) Analyst: Serves as principal analyst and staff advisor to the Committee on Courses of Instruction in support of its responsibilities under Divisional Bylaw 145, Academic Senate regulations, and the authority delegated to the Academic Senate by Regents Standing Order 105.2 and Regents Bylaw 40.1 for the supervision and approval of courses of instruction.

Provides analytical support for complex curriculum, educational policy, governance, and process improvement projects related to courses of instruction and academic programs. Manages and coordinates all administrative and operational aspects of the committee, including the review and final approval of new courses, course revisions, course withdrawals, credit valuation, course classifications, prerequisites, and other matters related to curriculum and instruction.

Conducts research and analyzes course proposals, policies, regulations, data, and academic issues affecting instructional programs; prepares recommendations, reports, and supporting materials for committee consideration; and ensures compliance with Academic Senate, campus, and systemwide requirements. Collaborates with faculty, curriculum committees, academic administrators, and campus partners to evaluate proposals, identify issues, and develop recommendations for curricular and procedural improvements.

Prepares agendas in consultation with the Chair, attends meetings, drafts minutes, develops committee communications, and manages committee workflows, timelines, and documentation. Uses web-based curriculum management and records systems to track course actions, approvals, and committee decisions. Serves as liaison to the Office of the Registrar, school curriculum committees, Associate Deans for Education, faculty course sponsors, academic departments, and other campus administrative offices involved in curriculum development and course review.

Advises committee leadership and faculty on Academic Senate regulations, course approval procedures, credit and classification requirements, and governance best practices to support informed decision-making and effective curriculum oversight. Participates in the planning, implementation, assessment, and continuous improvement of committee processes and curriculum review activities. Monitors campus and systemwide developments affecting courses of instruction, coordinates implementation of committee actions, and follows up to ensure timely review, approval, and publication of course and curriculum changes. 5% Yes Researches, monitors, and analyzes Academic Senate, University of California, campus, state, and federal policies, regulations, legislation, governance documents, accreditation standards, and higher education trends to assess potential impacts on UCSF academic programs, educational policy, faculty governance, and institutional priorities.

Conducts complex analytical studies; gathers and evaluates qualitative and quantitative information; develops reports, recommendations, and policy options; and provides consultative support to faculty leaders, administrators, and stakeholders. Provides guidance regarding the impact of accreditation requirements on academic programs, curriculum development, educational policy, and program review activities. Bachelor's degree in related area and / or equivalent experience / training. Three or more years of progressively responsible analytical, policy, project management, academic administration, or administrative experience. Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and database management systems; ability to learn and use organization-specific software applications and web-based systems.

Strong writing, editing, and proofreading skills with the ability to prepare reports, policy analyses, executive summaries, meeting materials, correspondence, and other communications that are accurate, concise, and audience-appropriate. Ability to exercise sound judgment, maintain confidentiality, and handle sensitive information with discretion. Strong analytical, critical thinking, and problem-solving skills, including the ability to research, analyze, synthesize, and interpret complex information and data to develop sound recommendations and policy analyses.

Knowledge of policy analysis methodologies and techniques. Ability to manage multiple priorities, projects, and deadlines in a fast-paced environment with competing demands. Working knowledge of administrative and business processes, including records management, document preparation, reporting, and workflow coordination.

Graduate degree (Ed. D, JD, MA, MPA, or MPP). Ability to effectively utilize emerging technologies, including artificial intelligence (AI)-enabled tools, to support research, analysis, communication, project management, and operational efficiency while maintaining data privacy, confidentiality, and institutional policies.

Knowledge of curriculum development, academic program review, educational assessment, and higher education accreditation standards and processes, including the application of institutional and specialized accreditation requirements to academic programs, curriculum, and educational policy. Demonstrated political acumen and ability to work effectively with faculty, staff, administrators, and other stakeholders in a shared governance environment.

Experience in higher education, educational administration, public policy, academic governance, government, or a government-facing nonprofit environment. Experience supporting academic programs, curriculum, educational policy, graduate education, faculty governance, accreditation, or scientific research activities.
