The UCSF Center for Advancing Dyadic Care in Pediatrics (CADP) is looking for an experienced professional and leader with a background in population health, managed care quality, and Medicaid financing who has a passion for public health, particularly when it comes to the intersection of mental health, social justice, and pediatric health care. This position will serve as the Lead for the Population Health, Quality & Sustainability Strategy Workstream for the UCSF Center for Advancing Dyadic Care in Pediatrics (CADP).
The workstream lead will focus on how the CADP maximizes impact, scale, and long term sustainability. The role will be responsible for supporting partnerships with key stakeholders and partners, including California Managed Care Plans and government organizations, such as the California Department of Health Care Services, where they will draw upon their skills and expertise in health center operations , population health strategy, and Medicaid policy and finance to advance the objectives of the workstream.
This key workstream joins five other leads of distinct workstreams and a dynamic, mission-driven staff to collaboratively advance the vision of the UCSF CADP, which is to make family-centered, dyadic behavioral health promotion and prevention a routine and sustainable standard of pediatric health care in early childhood. This role will focus primarily on scale, spread, and sustainability of dyadic services in California, integrating expertise in operations, policy, and payment to inform the CADP strategy of promoting utilization and implementation of new Dyadic Services Medi-Cal Benefit (created as part of the Governor’s Children and Youth Behavioral Health Initiative).
This position is critical to supporting population health, community, provider, and government stakeholders in implementing dyadic care services. Working closely with UCSF CADP executive leadership to guide strategic goals and objectives, the Workstream Lead will function autonomously and as part of a team to develop, manage, and track deliverables from the Population Health, Quality, and Sustainability Strategy workstream.
They will rely on best practices for innovating practice change and improvements, and promoting improved access to care. They will develop, oversee, and supervise the work of the Population Health, Quality and Sustainability Workstream, including a quality and sustainability specialist and a project manager in implementation of the workstream goals. This position is responsible for: Population health strategy Systems transformation Financial sustainability strategy Managed care strategy Quality improvement framework development Dissemination strategy Scaling and spread strategy Policy analysis, translation, and advocacy Serve as a consultant in improvement efforts The Population Health & Sustainability Lead represents an exciting opportunity to work closely with cross-sector community, public health, government, and healthcare finances partnerships to promote and expand access to family-centered, preventative behavioral health care for infants and young children.
The ideal candidate will have experience working in Medicaid managed care settings and interfacing with fast-paced hospital or public health settings, familiarity with common health and process outcome metrics, and is comfortable working with multiple stakeholders from a variety of backgrounds (clinical, public health, community-based organizations, and patient stakeholders). The ideal candidate will be able to function both independently and as part of a team.
It is preferred that the candidate have experience with managed care plans, pediatric health care, early childhood health and mental health, and public health financing . Leads and supervises the activities of the population health, quality, and sustainability workstream, overseeing the work of workstream staff in the implementation of workstream goals. This includes primary focus activities in: Lead and implement workstream training efforts Lead county strategy Lead sustainability planning Lead policy translation Lead managed care strategy Lead revenue optimization strategy Design statewide initiatives Create strategic action plans to improve utilization taking into account barriers and current health care landscape Develop relationships and lead state engagement with executive level Medi-Cal financing and population health leaders across California 5 Assumes responsibility for quality and quantity of work. 1 Recommends hiring of new employees, transfers, promotions, salary actions, terminations, performance management and budget recommendations. 10 Selects, develops, and evaluates personnel to ensure the efficient operation of the function. 20 Supervises activities associated with the support of a function, research initiative, program and / or organizational unit.
Serve as a consultant in improvement efforts Working closely with UCSF management to supervise and guide staff in carrying out strategic goals and objectives and align stakeholders 10 Conducts presentations of technical information concerning specific policies, projects or schedules. Develop materials and training curriculum that supports improvement in utilization of the new dyadic benefit for to optimize county uptake Develops and produces best practices materials for dissemination Design statewide initiatives Create strategic action plans to improve utilization taking into account barriers and current health care landscape Develop billing pathways Lead Engagement/Consulting with managed care plans and health system leaders Evaluates effectiveness and progress with training practices 5 Administers organization policies that directly affect subordinate employees. 20 Participates in the development and monitoring of administrative / research policies and project planning and development for their unit.

The total sum should add up to 100%.) Required Qualifications Bachelor's degree in related area and minimum five years of experience or equivalent experience / training.
Minimum 3 years experience supervising staff in carrying out operational goals Minimum 3 years experience in population health or related Medicaid quality experience Thorough knowledge of organization or initiative processes, protocols and procedures. Solid knowledge of / common organizational- or research-specific computer application programs. Strong analytical / problem-solving skills.
Strong communication and interpersonal skills to communicate and influence others, both verbally and in writing. Advanced project management skills. Ability to multi-task with demanding timeframes.
Ability to use discretion and maintain all confidentiality. Solid knowledge of applicable policy analysis techniques.
Healthcare leader with high degree of technical expertise in Medi-Cal managed care operations, such as programs CalAIM, and the Children & Youth Behavioral Health Initiative Education and training expertise and experience Business development knowledge Minimum 5 years experience in public health or Medicaid-related work Advanced degree preferred.
