The Director, Facilities Capital Program Management leads the enterprise systems, controls and administrative functions required to govern and report the Facilities & Real Estate capital program across Rush University System for Health. The Director establishes consistent processes for capital forecasting, cost and schedule controls, contract administration, compliance and portfolio reporting. The role supports project delivery and executive decision-making while maintaining clear standards, reliable data and accountability.

Other information: Bachelor's degree in architecture, engineering, construction management, business, finance, healthcare administration or a related field. § At least 10 years of progressively responsible experience in capital program management, project controls, construction management, capital finance or a related field, including at least 5 years of leadership or management experience. § Demonstrated experience supporting a large, complex capital portfolio and establishing consistent program controls, reporting and governance practices. § Strong knowledge of capital budgeting, cost control, forecasting, contracts, procurement, change management, project closeout and construction administration. § Ability to interpret complex financial and project information, identify material issues and communicate clear recommendations to senior leaders. § Experience leading cross-functional work and building effective relationships with Finance, Legal, procurement, technology and project delivery teams. § Strong written, verbal, analytical and organizational skills.

§ Master's degree in business, finance, construction management, healthcare administration or a related field. § Experience with healthcare capital programs, academic medical centers or other complex regulated environments. § Professional certification such as PMP, CCM, AIA, PE, CMAA, Lean or an applicable financial or compliance credential. § Experience with enterprise project management, cost management, procurement, reporting and analytics platforms.

Facilities & Real Estate Capital Program Governance and Controls § Develop and maintain the enterprise framework for capital program governance, including stage gates, project authorization, change control, forecasting, closeout and performance standards. § Establish consistent project controls for budget, commitments, contingency, cash flow, schedule, risk and change management across the capital portfolio. § Partner with capital project execution (PDC) leaders to identify portfolio risks, resolve control issues and improve delivery performance without displacing the project manager's accountability for scope, schedule and budget. § Support annual and long-range capital planning by translating project information into reliable portfolio forecasts, scenarios and executive-level recommendations. § Coordinate capital program reporting for PDC leadership, Finance, executive leadership and governance committees.
Financial Management and Portfolio Reporting § Lead Facilities & Real Estate capital portfolio financial analysis, reconciliation, forecasting and reporting in coordination with Finance and project teams. § Establish common cost structures, reporting standards and key performance indicators across the capital portfolio. § Monitor commitments, invoices, accruals, funding, capitalization and project closeout activities.
Escalate material variances and control gaps. § Develop dashboards and decision materials that communicate portfolio status, emerging risks, resource needs and required actions. § Ensure the quality and reliability of project and portfolio data used for capital decisions. Contracts, Compliance and Program Administration § Oversee Facilities & Real Estate capital program contract administration, procurement coordination and related documentation standards in partnership with Strategic Sourcing, Legal, Risk Management and Finance. § Maintain consistent processes for consultant and contractor agreements, insurance and bonding requirements, prequalification, contract files, change documentation and closeout records. § Lead construction Rush Anchor Mission and other applicable compliance programs, including policies, reporting, audits and coordination with internal and external stakeholders. § Direct the administrative infrastructure supporting the Facilities & Real Estate capital program, including workflow management, records, staff coordination and department business processes. § Ensure appropriate internal controls, segregation of duties and escalation of potential compliance or financial concerns.
Systems, Data and Continuous Improvement § Serve as the business owner for capital program management systems, data standards and reporting tools, including integrations with Strategic Sourcing, Finance, and document management platforms. § Establish data governance, naming conventions, required fields and quality checks to improve reliability and reduce duplicate work. § Lead process improvement efforts that simplify workflows, strengthen accountability and improve the user experience for project teams and business partners. § Develop standards, training and reference materials to support consistent adoption of capital program processes. § Benchmark Rush practices against leading healthcare capital programs and recommend practical improvements.
Organizational Leadership § Lead, develop and evaluate staff responsible for program controls, financial analysis, reporting, contracts, administration and compliance. § Define team roles, service expectations and work priorities based on the needs of the capital portfolio. § Build effective partnerships across PDC, Facilities, Real Estate, Finance, Legal, Strategic Sourcing, Information Services and operating departments. § Present complex capital information clearly to senior leaders and support timely, well-informed decisions. § Perform other duties and lead special initiatives as assigned.
