Manager Value Based Care Program Strategy and Operations

Provides strategic and operational leadership for a portfolio of state, federal, and payer-sponsored value-based programs across the University of Maryland Medical System (UMMS). Translates regulatory, contractual, financial, and performance requirements into program strategies and operating plans that advance organizational readiness and contract success. Partners with member organization leaders and program stakeholders to assess performance, identify opportunities, and implement targeted improvement strategies.

Establishes consistent performance-management practices, promotes adoption of leading practices, and supports participating organizations and providers in achieving high performance in value-based care programs. Manages and leads the development and execution of operational strategies for a portfolio of state, federal, and payer-sponsored value-based care programs, aligning program priorities with organizational goals, contractual requirements, and evolving payment models. Translates regulatory, contractual, financial, and program requirements into actionable operating models, implementation plans, performance expectations, workflows, and improvement priorities.

Serves as a strategic advisor to member organization leaders, participating practices, and program stakeholders, providing operational guidance and technical assistance to help them understand program requirements and performance, identify opportunities and risks, and develop strategies to achieve clinical, quality, utilization, financial, and operational goals. Establishes and leads structured performance-management routines with member organizations, including goal setting, performance reviews, variance and root-cause analysis, corrective action planning, identification of accountable owners, progress monitoring, and escalation of unresolved barriers.

Serves as the operational subject matter expert for the Maryland AHEAD Model and its related value-based programs, including primary care transformation, episode-based payment, geographic accountability, and emerging state and federal payment models. Analyzes program performance, benchmarks, and trends to identify performance gaps, determine root causes, prioritize interventions, and recommend actions that improve value-based care outcomes and contract performance.

Identifies, validates, and spreads leading practices across member organizations, promoting consistent workflows, shared learning, and scalable approaches while accounting for local operational needs and capabilities. Coordinates cross-functional program execution among Population Health, Quality, Analytics, Finance, Care Management, Information Technology, Compliance, Revenue Cycle, physician leadership, member organizations, payers, and government agencies.

Leads operational program governance and executive decision support by preparing performance dashboards, strategic recommendations, risk assessments, and other materials that enable timely decisions, resource prioritization, and organizational accountability. Oversees program operations and assigned staff, including work plans, budgets, deliverables, regulatory submissions, risks, communications, priorities, staff development, and evaluation of performance.

Performs all other related duties as assigned. Work Experience Education & Experience - Required Bachelor’s degree in healthcare administration, Public Health, Nursing, Business Administration, Health Policy, Healthcare Management, or related field required. Minimum five (5) years of progressively responsible healthcare operations, population health, or value-based care experience.

Experience managing complex healthcare programs and multidisciplinary initiatives. Experience with value-based reimbursement models, accountable care, regulatory reporting, and physician engagement. Education & Experience - Preferred Master’s degree in healthcare administration, Public Health, Nursing, Business Administration, Health Policy, Healthcare Management, or related field preferred.

Seven (7) years of progressively responsible healthcare operations, population health, or value-based care experience preferred. Experience leading value-based care programs across a complex, matrixed, or multi-entity health system. One year of supervisory or formal team-leadership experience preferred.

Knowledge, Skills, & Abilities Comprehensive knowledge of value-based care, population health, accountable care, quality measurement, healthcare finance, and state and federal payment models, including the ability to interpret program requirements and operational implications. Demonstrated ability to advise healthcare leaders on value-based care strategy, program performance, and operational improvement. Advanced ability to interpret clinical, quality, utilization, and financial performance data and translate findings into actionable strategies.

Demonstrated experience leading performance-improvement planning, root-cause analysis, and implementation across multiple organizations or operating units. Ability to establish accountability and influence results in a matrixed environment without direct reporting authority. Strong understanding of provider performance, physician engagement, practice transformation, and change adoption.

Ability to identify, evaluate, and scale leading practices across organizations with varying levels of operational maturity. Ability to balance enterprise standardization with member organization needs, capabilities, and local operating environments. Expert verbal, written, , presentation, and executive communication skills.

Ability to manage competing priorities, exercise independent judgment, and deliver results in a complex and rapidly evolving environment. Advanced knowledge and understanding of the application of change management principles and cultural transformation. Advanced proficiency in Microsoft Excel, PowerPoint, Word, and other tools used for performance analysis, program management, and executive reporting.
