Supervises and provides support to staff involved in providing interdisciplinary clinical / nursing care at a clinic and / or center, such as RNs, HAs/phlebotomists, patient schedulers, etc. Assists in ensuring the quality of patient care delivery in assigned clinic(s) and serves as a role model. Assists with the administration and management of personnel, fiscal, and material resources.
Department Description UCSF’s Clinical and Translational Science Institute’s (CTSI) Clinical Research Services Unit (CRS) is recruiting for a Nurse Manager position to join their team whose mission is to provide high quality clinical research support to UCSF study teams. Notable responsiblities fo the Nurse Manager is the supervision and support of clincal research staff consisting of research nurses and hospital assistant/phlebotomists at CRS’ Mission Bay and ZSFG sites.
Reporting to the Director of Nursing, the Nurse Manager will manage clinical research activities at CRS’ Mission bay and ZSFG locations, which includes oversight of the implementation of IRB approved federally and industry funded protocols. This position requires professional nursing knowledge, strong clinical skills, leadership skills, and the ability to effectively communicate and interface with principal investigators, members of the clinical research community and with UCSF and ZSFG medical center representatives and leadership.
The Nurse Manger will also contribute to CTSI’s ongoing diversity, equity, inclusion, and anti-racism initiatives. The clinical component of CTSI, Clinical Research Services (CRS) integrates the activities of multiple clinical research sites that provide adult and pediatric inpatient and outpatient clinical services to support the translation of promising clinical research ideas into successful protocols. CRS provides an array of core research services such as adult and pediatric nursing services, phlebotomy, and biospecimen processing.

Assures quality care and compliance with internal policy, external regulations and accepted practices across the continuum of care. May also supervise the fiscal and administrative operations . Serves as the unit(s) supervisor and holds staff accountable for participant and study team satisfaction.
Plans and coordinates staffing for the delivery of research related activities. Works with the Nursing Director, Assistant Nursing Director, and site-specific administrative nurse supervisors to determine cross coverage needs across CRS. Promotes a physical environment conducive to the delivery of safe participant care.
Monitors the execution of research activities to ensure implementation meets protocol specific requirements. Adheres to the clinical policies and best clinical practices outlined by the UCSF and SFVA medical centers. Ensures staff are compliant with HIPPA regulations and IRB human subjects protection policies.
Ensures staff complete all required departmental, institutional, and research required trainings and certifications. Ensures staff and clinical research activities adhere to State and Federal regulations. Assists with the delivery of clinical research activities when required in the course of duty.
Other duties as required. 25 YES Evaluates subordinate staff and participates in decision-making on hiring, salary actions, disciplinary actions, performance ratings, and other human resources matters. Evaluates the competencies of clinical staff, according to scope of practice for the position. Selects and hires qualified staff members in collaboration with the Director of Nursing.
Onboards newly hired staff to the units and ensures staff complete federal institutional onboarding requirements for personnel working at the VA location. Follows institutional Human Resources policies and procedures and labor relations standards. Monitors and documents staff performance and addresses issues promptly.
Carries out disciplinary actions (if required) in consultation with Labor and Employee Relations and per University Policy. Conducts timely staff performance evaluations based on organizational standards and PRIDE values. Ensures clinical staff function within their scope of practice per medical center guidelines and per licensure.
Ensures and documents that staff meet all clinical competency requirements. Approves and audits staff timesheets according to the UCSF timesheet policy/guidelines. Approves staff vacation, overtime, and per diem usage in consultation with site-specific leadership.
Maintains on-site clinical personnel records as required by medical center and campus policies. Other duties as required. 25 YES Assures completion of orientation and training of all patient care staff. Identifies and implements department specific educational opportunities for staff in collaboration with ambulatory administration.
Assure work is performed in adherence to patient service standards, internal policies, external regulations, and quality / quantity expectations. Ensures staff complete orientation requirements set for by the institution and the department. Orients and trains staff to unit specific work and activities.
Participates the in the development of unit specific training and competencies. Incorporates updated FDA, State, Institutional regulations and requirements in CRS specific policies, trainings, etc. Ensures staff remain current with their licensure, clinical competencies, and trainings.
Educates study team members regarding CRS policies and procedures, including policies for new study start-up. Collaborates with Principal Investigators, study teams, ancillary services, CRS operations, and CTSI finance to implement new research protocols and leads study start-up meetings for new protocols. Participates in team building by actively contributing during meetings and with staff and providers in discussion of all practice activities.
Implements new clinical research protocols and assists in the development of research orders. Develops and implements training plans for research protocols. Consults in the budget development process for new research protocols as needed.
Other duties as assigned. 5 YES Serves as a resource to clinic staff / Directors on patient care issues, new policies, and technology. Keeps staff informed of changes and resolves escalated issues. Recommends internal policies and procedures for quality improvement within the practice(s).
May serves as a resource to staff for instructing patients on chronic diseases and self-care management, and with diagnostic and therapeutic procedures and treatments. Participates in the development and implementation of administrative processes and workflows and routinely informs staff of the latest departmental policies and SOPs. Remains knowledgeable of all policies related to clinical research conduct and clinical regulatory issues.
Educates staff on updated regulations (FDA, State, and Institution) and departmental policies. Informs and educates staff of institutional policies and procedures. Ensures staff involvement in unit specific performance and quality improvement activities and goals.
Leads performance and quality improvement projects as required. Other duties as assigned 5 YES Participates in the performance of routine audits, accreditation, and licensing inspection readiness activities. Monitors services provided by support departments and collaborates to improve utilization and efficiency.
Performs audits based on UCSF and ZSFGH institutional requirements and unit specific audits. Attends institutional policy and management meetings to ensure units remain compliant. Ensures units meet Joint Commission and Magnet standards and requirements.
Participates in Joint Commission and Magnet readiness activities and meets with surveyors when required. Reviews research billing statements for accuracy and completeness and works with CTSI finance and study teams to address invoicing discrepancies. Understands programmatic financial goals, articulates to staff if required.
Educates staff on implementation of cost- containment strategies. Reviews, analyzes, tracks and reports on required unit data and performs audits when indicated. Other duties as assigned. 5 YES Promotes a climate of effective teamwork, communication, and collaboration.

Day shift Required Qualifications Bachelor's degree in Nursing or Master’s degree in Nursing if Bachelor’s is in a different discipline. 3+ years of experience working as a registered nurse of which 1+ years of experience is in a unit leadership role (i.e., manager, supervisor, or charge nurse) in an acute care medical center. Demonstrated skills to effectively supervise clinical research staff (RN, HAs, schedulers, etc.) and to manage the complex workflow and multiple priorities involved with a clinic(s) / center(s).
In depth knowledge of patient care clinical standards and care delivery, systems, external regulations, and internal policies. Strong knowledge of human resources management policies, with the ability to train, monitor, evaluate, and document human resources issues and performance, and to participate in decision-making on human resources matters. Strong analytical and critical thinking skills, with the ability to quickly analyze problems, determine appropriate level of intervention, and develop and apply effective solutions.
Strong interpersonal skills for effective collaborations and problem solving with all levels of management, staff, consultants, and outside agencies. Strong written and verbal communications skills, with the ability to train and mentor subordinates, and to convey complex clinical and technical information in a clear and concise manner. Strong knowledge of business software and specialized applications and data management systems used in clinic / center patient care.
Strong clinical skills and knowledge necessary to successfully start IV lines and blood draws. Required License/Certifications CA Registered Nurse License Current American Heart Association BLS certification. ONS certification Chemotherapy and Biotherapy or ability to obtain within 6 months of hire.
APHON certification for Pediatric Chemotherapy and Biotherapy or ability to obtain within 6 months of hire. CITI (Human Subject and GCPs or ability to obtain within one month of hire).
Master’s degree in nursing or related discipline. 2+ years of experience working in clinical research (i.e., clinical role or as a study coordinator). ACRP certification in Clinical Research or CCRC certification. Current American Heart Association ACLS certification.
Strong knowledge of EPIC/Apex EMR systems. Ability to effectively administer biotherapeutics.
